Windows Loader 2.2.1 Final Download

Check your Maven version.I had the same problem and nothing worked until I downloaded and installed a later version of Maven (from 3.2 to 3.6). This solved the issue for me.Also I was using Java 11 and from what I see here: -to-install-maven-in-windows/

I also submitted a patch for ogr_fdw for the new IMPORT FOREIGN SCHEMA support which is available for 9.5+. This patch has not been accepted yet, but I'm hoping it will be in some shape or form before 9.5/PostGIS 2.2.1 release time. How to take advantage of this new feature is briefly described in Import Foreign Schema for ogr fdw for PostgreSQL 9.5. If any one on windows is in a rush to try this new feature, let me know and I'll spin up a binary from my ogr_fdw fork. The IMPORT FOREIGN SCHEMA feature is much more useful than I dreamed it would be for ogr_fdw so I'm very excited.

If you are a windows user, you can get stable builds via Stackbuilder or PostGIS Windows download site We also have very bleeding-edge windows experimental builds that are built usually once or twice a week or whenever anything exciting happens. You can use these to experiment with the in progress releases of PostGIS

Create a folder called gisdata on root of server or your local pc if you have a fast network connection to the server. This folder iswhere the tiger files will be downloaded to and processed. If you are not happy with having the folder on the root of the server, or simply want to change to a different folder for staging, then edit the field staging_fold in the tiger.loader_variables table.
